stuck in recovery loop

recently tried to download windows 10 on dell, husband had closed while it was downloading, now it is stuck in recovery loop with an error code of 0xc000000f, the main drive is being listed off of x and also keep getting an error in log files in the c drive but i had wiped the c drive already

Either you have a bad boot sector on this computer, or your hard drive is failing. Both can cause this error.

You can try and repair it first, to see if it will then work. If that fails, then you are probably going to have to replace the hard drive.
