Solution
If you are trying to avoid the volume variations from channel to channel and program to commercial some Vizio and Samsung TVs had SRS or DTS TruVolume built in but may not anymore. Some soundbars seem to have it. There is also an analog device from Terk but that isn't built in either and would need a soundbar or audio system too.
