Solution
Try this (Copied, pasted and slightly altered from another thread I have responded to) ...

Try booting into safe mode and selecting a System Restore point with date and time prior to the event ...

For Windows 7:

From a complete shutdown state ...

1) Boot into Safe Mode if you are able by tapping the F8 key repeatedly straight after pressing the Power on button
2) Select Safe Mode from the available options
3) Login with your usual password
4) Click Start button > Control Panel (Select View by: Large Icons ... if not in that view already) > Recovery > Open System Restore > Next > Checkbox on Show more restore points > Select Restore point Date and Time prior to when you started having this issue > Next > Finish
5) All going well...

5) All going well your computer will restart normally and your problem will be solved

I have assumed that you are using Windows 7.

If you are using Windows 8/8.1/10 then because of the fact that you are only seeing a black screen and can't get into the OS there will be no way of getting to Safe Mode other than using Recovery media.

IF by chance you ARE able to see the power options of Windows 8/8.1/10 then do this:

1) Hold the Shift Key down and click Restart from the Power Button options
2) Select Troubleshoot > Advanced options > System Restore
3) Follow your nose from here (the steps are are basically the same as from step 4) ... -> Next -> ... above in relation to Windows 7 System Restore)

Another thing that can also work with Toshiba's to alleviate this issue is to ...

1) Force power off the machine by holding the power button down
2) Unplug the computer from the mains power supply and remove battery
3) Press and hold the power button for roughly one minute to disperse any charge and then release
4) Plug the mains power back into the machine
5) Press the Power button to boot (and if the issue is resolved ...)
6) Replace the battery

Repeat the above 3 or four times if it doesn't work the 1st, 2nd etcetera).

Note though that the above procedure (remove battery blah blah blah) is more in line with testing for a faulty motherboard.

Good luck :)
