Old movies 1080p or not

If these old movies only exist on DVD's, no BluRay. Where do they get the 1080p version to stream. Are they just upscaling?

Sometimes, this can be better than watching the DVD directly, since the upscaling is of better quality than the upconversion done by your monitor/TV. But usually, streaming loses a lot of quality anyways, so it is not much better.

Solution
Old movies exist on analog film. When they are scanned to produce digital versions it is usually done in the highest quality the technology will support in the studio. Versions for DVD and BD discs are down converted from the digital master.
So there is often a higher resolution copy of a movie than you can buy at the time. For the newer 4K HDR BD discs older movies may have to be remastered in 8K HDR and an 4k version made for sale.
