Please help I stuck my head phone pin in my USB port on my laptop. It didn't turn off immediately. A notification popped up and said USB power surge so I immediately cut it off and upon restarting it takes me to automatic repairs and say your PC isn't starting correctly please some one help me

You likely have motherboard damage. See if you can start it in safe mode or get to the BIOS and disable the USB ports if there is an option for that there.
If that does not work, you can try doing a Repair setup of Windows using a disk, or a full clean setup of Windows. Make sure your files are backed up first.
