CPU Lag - HP Envy i7-4710MQ 2.5Ghz - 12GB RAM - Win7 Pro 64-bit

I hope to gain some insight here on what is causing the lag i'm seeing with this laptop, New it had Win 8.1 64 bit installed. I have the bare minimum of applications installed (MS Office, AVG Virus, and a couple of video ripping programs) and noticed the lag big time in the output files from ripping my DVD collection. The playback would lag 2 sec and then speed up to keep in sync with the audio. I wiped out 8.1 and installed Win7 and the lag improved on video playback which means the transcoding improved. All drivers are updated and no operational issues or crashes.
I also notice the lag with my wireless mouse and keyboard. As I'm typing or using the mouse the system will lag and miss a keystroke or the mouse will pause for a second. Its almost as if the CPU was buffering for a second.

Stability wise the system has been solid. I can playback videos ripped on a different PC and no lag is visible and the audio stays in sync. There is no over heating issues, it sits on a laptop cooling stand.

Has anyone else experienced anything like this?

Sounds like something's themal throttling to be honest.

Can you monitor temps and CPU speeds with HWMonitor? Keep an eye on total package temperature in addition to cores.

My i7-2670QM would throttle back to something around 800 MHz when package temp got to 190, then ramp back up, and repeat. It caused things like Netflix to stutter. New thermal paste and all is good.

Do the usuals, Update all drivers, windows update, scan for virus, scan for malware.
After all that, what is your CPU idle speed (in MHz) and your CPU utilization (in percentage) during idle?
