toshibia satelite L775B S7222 A DISC READ ERROR IT SAYS TO PRESS CTL + alt= deL TO RESTART BUT WHEN I DO SAYS THE SAME THING I NEED A REPAIR OR RECOVERY CD?? PLEASE HELP

Have a friend with a same version of windows make you a windows repair disk.
I have a feeling your harddrive has died though so a repair disk might not be any help sadly.

You can also contact Toshiba, esp if its under warranty, and they will be happy to sell you your factory restore disks if you didnt make them when you bought the laptop.
