Solution
You can purchase a set of recovery discs from Toshiba, I know because I did that three years ago after buying a used Satellite which the previous owner had messed up by installing an unsupported Windows version on it - - nor had he made a set of factory recovery discs before changing the OS.

I ordered a set via this Toshiba page (for Europe only): https://backupmedia.toshiba.eu/

For America, go here and scroll down to "Get Recovery Media"
https://support.toshiba.com/repair

The set of discs cost me around £14 (UK Pounds).

Note: Availability is subject to the age of your laptop model, mine was a four year old model when I ordered a set three years ago.

The only way i know to get recovery media is to purchase it from the manufacturer, if the laptop came with windows 8.1 or 10 then the key should be stored in the bios, just download the ISO from microsoft and reinstall it yourself, windows 8.1 and 10 are very good at installing drivers for you and if it doesnt then you can browse Toshiba's support site and download the drivers for what is missing.

You can download a windows 7 iso from microsoft too, but you will need your product key, if its on the bottom of the laptop. and you will also need to get your own drivers

I have managed to download windows 7 from microsoft with an OEM key, it still works, you just need to provide your own drivers.
