Will it charge when the laptop is turned completely off? If no, then you are going to want to check both the power cord and the battery to see if either need replacing.
If it will charge when the laptop is completely turned off, then you need to look into replacing the power cord. It is probably damaged, even though you might not see the damage. Due to this it will not be delivering enough power to the device to both power it and run it at the same time. Hence why only charging when completely turned off.
