Hacked or virus. Am I Screwed?

I think I have a virus on my computer. Clicked a link like a ******* idiot and a bunch of stuff came up. Adverts and then I could log back in. A massively ffffed up. I'm guessing I need to get someone in but what do I do. Is that it for my computer? Do I need to spend any money and on what? I put this in antivirus part because I didn't know what else to do. I'm terrified right now

from a clean pc download to a usb stick ccleaner/malweare bytes/hitman pro. then download avast or avg or bit defender.boot the infected pc up in safe mode with network support. install ccleaner/malware bytes/hitman pro if you can and run a scan. if you cant get you anti virus installed then go to any of the big anti virus web page and download virus rescue disk. make a bootable iso usb stick. boot from the stick see if it can remove the virus. if it cant you need to wipe and reinstall your hard drive. from another pc download windows media creation tool and make a new usb installer.

So download one of the cleaners and one of the antivirus to a USB and plug it into current computer. How do I boot in safe mode and with network support. Is it that I need to start the pc with the USB because I'm really new to this whole thing (hence why I have a virus I the first place). Thank you for your response though
