HP Elitebook 840 won't start

Looks like a lot of similar posts, but the common solution of removing battery and power, pressing the start button for 15 seconds and then repowering with either battery, cord, or both, has no effect. With the battery in, the charge LED lights up when it's plugged in. If the battery is out, when I plug it in, the power and cap-lock button light up for a split second. I'm not sure what else to try.
 
Solution
You are, I assume, referring to this...

1. First make sure the device has been charged.
2. Unplug your charger cord.
3. Remove the battery.
4. Press and hold the "Power" button for 30 seconds and see if the device will turn on.
5. If it does, great, now plug back in the power/charger cord. (If it didn't turn on without the cord in, it should turn on once you it is in. Yes sometimes they will turn on, or try to turn on, even with nothing attached/plugged in.)
6. Now put the battery back in.

If this didn't work for you, have you tested the charger cord and the battery to make sure they are not the problem?
