I have contacted HP several times to help with loud fan on my envy laptop. They updated the BIOS and deleted old files and the fan continues to run even in sleep mode. HP wants me to send my computer in for service. I have so much PII data on my computer I don't trust sending in for repairs. I purchased this computer 2 months ago and it is still under warranty. I have wasted $800, any suggestions

A 2 month old machine should not be doing that. Is this problem since day 1 or it is a recent occurrence, and please confess if something happened to it like you spilled liquid.

Attempt restore to factory setting and if still prob I believe you have no option other than send it in.

Now LOUD is subjective. There can be 2 issues: Either there is an obstruction in the airflow, or the fan is spinning too fast when it shouldn't, and for that, if it was me, I want to run a utility that tells me how fast my fan is spinning. Every laptop is different, this is the exact reason why you want to talk specifically, seek reviews of folks who actually own this laptop. My laptop fan spins 2000-6000 RPM depending on load and I can only hear it when...

Have you google your HP Laptop for reviews or similar problem with the fan?
Are there any Youtube videos on your Laptop showing a tear down, yet?

Does HP offer any .pdf manuals showing tear down or hop-ups features or parts?

You want to get good idea what your interior look like, you might be able to do it yourself (cleaning the CPU fan or upgrade it)
