If you're on a low budget your best best is not a pre built pc. What is your budget? Are you open to building one yourself? Its quite easy with a good guide, I built my first pc with very little knowledge about computer hardware.

Well you pay a premium for that and usually get worse parts in return, you will never learn if you don't try most people that have built a pc did not know how to do it at first. If you're determined to get a pre built I still need you're budget otherwise I don't know where to begin.

What games are you expecting to play and on what settings? On that website you linked 700 dollars will get you and AMD X4 840 cpu not really that great for modern games and a gtx 950 which is the weakest of nvidia 900 series, paired with literally one of the cheapest amd motherboards out there and a terrible power supply. That might be okay for say a 500 dollar build but not 700 thats ridiculous in my opinion. If it were me I would just get a ps4 and save 350 dollars the gaming experience will likely be similar anyway. Or maybe look at used systems.
