Factory reset failed: now my computer turns off and on repeatedly?

Hey. I don't know if this is the right section to post in, but I hope someone can help...

So I tried to set reset Windows 10 back to factory state. Everything seemed to be going well until the process stopped at 57%. The computer said it ran into an error and couldn't continue. I tried to do it again (I don't know anything about computers) and it stopped at 57% again. I gave up at that point and tried to continue to Windows, but when my computer turned on it turned off again. Then it turned back on without me pressing the on button. It did this for a while until I figured out how to get into the BIOS thing.
I'm unsure what to do at this point. If someone could offer some advice or a set of instructions so I can continue using my computer, I would really appreciate it.

Also, why might my computer not be resetting? Is there anything I can do if/once I get back into Windows?

It may be a failing hard-drive, or a RAM issue, possibly motherboard. From the fact that it failed a restore, I'd try a new hard drive first and use the Windows disks to restore it. If you never made any recovery media, you can contact the laptop vendor for a set or find a base Windows 7 disk locally for the same version your laptop came with and use that.
