The Intel HD 3000 does not support DirectX 11. It only supports up to DirectX 10.1 Additionally, it is a pretty weak integrated graphics so even if it did support DX11, you would get very poor performance. I have a laptop with the Intel HD 3000 so I am pretty familiar with it's performance.

Rise Of the Tomb Raider seems to be a relatively demanding game as shown in the following linked article which benchmarked the game for many different laptops with different specs. The Intel HD Graphics 520 is the most common and current generation Intel integrated graphics which is a lot more powerful than the Intel HD 3000, but it is still weak compared to dedicated GPU. On the lowest tested settings the Intel HD 520 only managed 14 FPS...

The nVidia 940m is considered to be a mainstream laptop GPU. They can be found in laptops selling online for roughly $500. It manages to get 26.5 FPS on the lowest settings (1024 x 768 & lowest graphic settings) which may or may not be considered good enough for you.

The nVidia GTX 960m is considered by most gamers to be minimum GPU to get good gaming performance if gaming is a priority. On the lowest settings it gets 65 FPS, but high settings (1920 x 1080 & high graphic settings) the performance drops to 29 FPS. Tweaking the graphic settings at 1080p like using medium graphic settings would improve performance. Laptops with this GPU generally starts at about $800.

If you want to play the game, then you need to decide how much you are willing to spend on a new laptop to get acceptable performance.
