I have seen a few budget ones with built in dvd-player, but never one with built in Blu-ray.
My advice would be to avoid combo devices like that. Then you run into the problem where because the DVD drive fails something on the TV is not displaying right. It is much better to have isolated devices that you can replace/upgrade as needed.
