HELP! Pls- Windows 10 Update Bug (?)

in my task manager it says that my Service Host: Local System is downloading something, but then i go to my settings> update & security> update, NOTHING is updating help pls!!

The only way to stop it is to go to services then disable and stop background intelligent transfer service, but it enables again after a while and when i restart, i cant disable it everytime, no one wants to do that im sure.

As I said, it will download without you having any control. That is normal for Windows 10.

Windows 10 installs updates and collects information when Microsoft wants it to.
There are some court cases trying to reign them in, but they have just ignored court rulings in the past and paid fines.
There isn't much you can do other than choose not to use it that I know of.

It didnt use to do this though, I have limited bandwidth of 1.6 Megabits/s. I have enabled BITS again, will this possibly end?

By the way, does BITS kick in after an update? Or does it do it randomly, and, is it possible that it's a bug when it was downloading the feature update (I think the anniversary update) only i stopped windows from updating through the services. Or is this absolutely normal after all?

Oh wait, did you said it will download me? That would me it would be taking my upload speed right? But then in my resource monitor, it was using my down speed. (?)
