i recently got hp omen 15 12gb ram, nvidia gtx 965m.
The issue am having with the laptop is that its runs game MUCH FASTER when PLUGGED IN.
i check vally benchmark and i was getting 20-30fps on BATTERY,i PLUG IN the charger and fps jumps to 77-82.
i checked my battery settings and made sure its on high preformace but i still i only get good preformance when its plugged in.
how can make the on battery preformance similar to the plug in preformance???

Running a high-performance GPU at full speed while on battery can damage the battery or require more power than the battery can safely supply

High-performance mobile GPUs can require significant amounts of power to operate at full speed. The GTX 765M requires 75 W, while top-of-the-line mobile GPUs like the GTX 780M and GTX 980M can consume up to 122 W.
The GPU is not the only power-hungry part in a laptop. A modern Intel performance mobile CPU typically draws about 47 W at full power. In addition, you need to power other system components, such as the display, disk, and USB peripherals. When...

Check your device manage for display adapters. If you have both NVidia GTX 965m and something else like Intel HD Graphics then what is likely happening is the laptop is using the Intel graphics when on battery but Nvidia when plugged in.

As BadAsAI suggested it looks like your laptop is running on intel while on battery and Nvidia when on charging.
Try disabling the onboard intel HD graphics from your BIOS. Technically then your PC will only detect the Nvidia graphics and hence will not dance around switching from intel to Nvidia as 'it' pleases.

The GPU is not the only power-hungry part in a laptop. A modern Intel performance mobile CPU typically draws about 47 W at full power. In addition, you need to power other system components, such as the display, disk, and USB peripherals. When you add it all up, you might need anywhere from 140 W to 200 W to operate a gaming laptop under full load depending on your system configuration.
A typical battery in a gaming laptop can store about 60-80 Wh of energy. Most Li-ion batteries are not designed to be discharged faster than twice their Wh rating per hour (2C). In addition, sustained discharge at rates exceeding 1C can significantly reduce the overall service life of the battery. Continuously pulling 150 W or more from a typical 77 Wh battery is not a great idea and your battery could overheat and fail or even catch fire. While it's likely the battery's own protection circuitry would shut down the battery if overloaded or overheated, a device should never subject its battery to an unsafe load at any time during operation.
To avoid overloading the battery, the GPU will typically throttle to a lower clock speed. The GTX 780M on my personal laptop will not run faster than about 400 Mhz when on battery. Lower clock speeds reduce power consumption not only by having transistors switch less rapidly, but also by allowing lower core voltages—power consumption and heat dissipation scale with the square of voltage.

This is normal. Look at your power profile in windows.
On battery, you will default to integrated graphics and perhaps less than 100% cpu.

You can change those defaults if you wish, but at the cost of on battery run time

so basically its better to keep it the way it is?
if my battery is full, wont it damage the battery life if i play while its plugged in?

sorry but how can i do that?
if its like making my gtx965 the default for gaming on battery without disabling the intel card then that definitely what am looking for.

Depends on your battery power.
A typical battery is designed to be able to handle a discharge rate of twice that of charging.
That is a figure around 120-150 W depending on your battery.
The GTX 965M is rated at 50W TDP and as I do not know the exact model of your PC I cannot talk about the CPU too.
