Dell XPS 17 plugged in, not charging. Battery has been replaced, to no avail. Help!

Replacing the battery did not fix "plugged in, not charging." I've tried uninstalling the AC adaper and the other one in device manager. Still have same problem.

Does it run with the charger cord? Even though not charging the battery. Or does it not run at all?
