Hi,
I don't think he reached that level yet "webworkings", the guy's problem is obviously way before booting into windows.
Hirak, see if you can access your bios, and see if the RAM,CPU and THE HDD are detected, if you want us to help you better, would you please provide us with your computer model and brand.
Another question for you did the computer dropped? Experienced a liquid drop perhaps? has been connected to a source power for a long time?
Try starting it in "Safe Mode" and see if it will go through. If it does, then there is something on the laptop that needs to be removed.

How to enter "Safe Mode" when booting the computer.

In Windows 8 and 10 ...

As your computer restarts, press F8 (possibly a few times) to enter "Safe Mode"

a. Press the "F4" key to Enable "Safe Mode".
(The computer will then start in "Safe Mode" with a minimal set of drivers and services.)

b. Press the "F5" key to Enable "Safe Mode" with Networking.
( Once "Safe Mode" with Networking starts, Windows is in Safe Mode, with additional network and services for accessing the Internet and other computers on your network.)

c. Press the "F6" key to Enable "Safe Mode" with Command Prompt.
(In "Safe Mode" with "Command Prompt" starts Windows in Safe Mode, with a Command Prompt window instead of the Windows interface. This option is mostly only used by IT professionals.)

Now sign in to the computer with your account name and password. (If you have one set.) When you are finished troubleshooting, you can exit "Safe Mode" restarting your computer.

My suggestion was to rule out any harmful program(s) on the device.

You are correct, it could be those things. However since they said the screen stayed black, trying to access the BIOS or other information may not be possible. Especially if it is running in 'Fast Startup'.

Hirak_ ... Does the screen show you 'anything' at all on boot (before it turns off).

We can always access the bios webworkings :) even if there is no hdd installed .
It's maybe fast boot as you said, he may try to press F2 or F4, F12, depending on his computer's brand, and try to access the bios.
The safe mode method applies when windows randomly restarts but after it boots and shows start menu or welcome screen..
If the bios checked with no problem, I can show him how to write a clean new boot sector and allow windows to start up normally again !
