what would cause the cpu fan not to recieve power after installing a new one

My Sony Vaio Cpu fan stopped working and I ordered a new one and installed it. It will not work either it like the fan is not receiving power ??? what could cause this please help.

It's possible there is a problem with the motherboard and the fan header is dead. One thing to check is in your power plan you haven't inadvertently set the cooling to passive rather than active.
