Is there a way to disable the hard shut down and sleep mode when the on/off switch is pressed?

I have a broken connector on the main board of my laptop
it's the connector that goes from the main board to the on/off switch,
right now the only way I can get the laptop to start up (since the HDD isn't attached it goes right to the bios screen) is to run a screw driver across the connectors pins),

my question is is there some way to disable the hard shut down and sleep mode when the on/off switch is held down bc if there was I could just short the pins on the connector and then the laptop would simply go on when the battery is inserted in it and that would be a lot cheaper and easier to do than any other solution to this problem (I don't know anyone who can micro solder a new connector onto the main board and if I could find somebody to do it it probably would cost a lot more than I want to spend (it's an old laptop).

Kurz is correct, hit the windows key and type "Power Options". Everything about the laptop and how it behaves from a power perspective is in this menu.

What I need is some way so if I short the connector it will start the laptop (when the battery in connected)
but it won't cause a hard shutdown bc the switch is closed for more than a few seconds (right now if the switch is closed (the on/off button is pressed down) it shuts the laptop off after a few seconds, this is very annoying as it would be such a easy solution to my problem if I coud just short the pins on the connector if it wasn't for that.

Not exactly, basically what Windows does is intercept the power button signals and interprets the power button pressing to do something else.

While you are outside of the OS you can't change anything, you are stuck with whatever the defaults are.
