So I just got my Logitech G610, I was testing some affects like wave but these two effects didn't work. The effects are star and key press they worked once and now they don't even work anymore.

Just a fair questin more than a "Nooby question" in some ways. There is not always a "save" button per se. The button may be labeled differently. Or perhaps be on the parent window.

It may simply be a button that says "Apply" or "Ok". The option may not immediately appear or be directly noticeable unless you are looking for it.

Or look for wording that says a restart is necessary to apply the change(s). Or that some administrative rights are required - but normally some message is provided when such things happen.

You have a some troubleshooting options:

Try resetting and be sure that you "okay", "apply", or otherwise save the settings.

Reinstall the drivers via a Logitech download.

Try the keyboard on another system. See if the problem follows the keyboard.

Check Logitech Support; FAQs and forums. See if anyone else is reporting similar problems.
