I've tried everything from completely removing all extensions, removing search so v from Properties->Target, resetting to default settings and un-installing and re-installing Google chrome a million times. Nothing worked.
I even ran 3 different Anti-Virus and Anti-Malware softwares yet no result.

Please have a look at these 2 pictures before you suggest a solution :

Have you signed into a Google account with Chrome? If you have, Chrome will sync (backup) its settings and extensions to your Google account. Even if you uninstall and reinstall Chrome, the next time you login to your Google account, it dutifully copies these settings and extensions back to your new, clean Chrome installation.

To avoid this, you have to wipe your Chrome sync data first. Then uninstall and reinstall Chrome on all your devices which are syncing with your Google account on the cloud.

Yes, I had my google account logged in, but I signed out, and tried resetting all settings to default it didn't work. I then tried uninstalling Chrome, then reinstalling it (My google account wasn't logged in at this time), running several Anti-virus scans and then tried to remove all extensions and yet it showed this message.
It has something to do with the Administrator settings of my PC, but I am logged in as an Admin theres only one user account on my pc..

Even if you are logged in as admin, program do not run in admin mode by default. You have to right-click and run chrome in admin mode.
