"This site can't be reached"

Since yesterday the I keep getting the above error page whenever i try to load a site on chrome. (ERR_CONNECTION_REFUSED)
I've looked everywhere tried everything from clearing cookies to checking the firewall. It's not a problem with the internet cause Internet explorer works but I downloaded Firefox and that has the same issues. Any ideas on how to fix it?

try this and see if it fixes the problem:
1-Start>CMD (as administrator)
type these:
ipconfig /release
ipconfig /all
ipconfig /flushdns
ipconfig /renew
-----------------------
netsh int ip set dns
netsh winsock reset
and then restart the computer

so Sunday was alright but Monday was not, correct? have you tried a system restore to before Sunday?

It was working monday morning as well, when I went went on my computer in the evening it wasn't. Just tried the restore and still nothing

do you have ccleaner? uninstall both chrome & firefox, defrag the hard drive then reinstall 1 of those 2 programs to see if works or not?
