Need help with setting up my new system:

TV -- LG 65EF9500 Ultra HD OLED
DVD -- OPPO BDP-105D Darbee
Receiver -- Onkyo TX-NR3030
X-Box
Cable box

How would you set this all up? Should I run it through the tv (but there are not enough HDMI ports), the DVD player somehow, or just use the receiver? How can I best use the ethernet ARC cable? Is it best to go through the DVD player to utilize it's abilities?

Connect the Oppo, Xbox , and cable box to the receiver with HDMI.
Connect the receiver to the TV with HDMI (use the ARC HDMI Input of the TV and turn ARC on). Done.
If you want to variations of this you could use the dual HDMI output of the Oppo to connect one directly to the TV and the other to the receiver setting that HDMI as audio only. You could also have the Oppo output in analog to the 7.1 analog input of the receiver so that the Oppo will process it's audio. If you fall in love with Darbee video processsing you would have to go through the Oppo HDMI Inputs to process the video.
I would also suggest you find an ISF calibrator to get the TV and system set up to best performance. You are spending enough that it will be worth it.
