how to make sure used pc is not infected

Hello i am buying a used pc normally would not do this (and never have) but it was a very good deal ( and its nearby so i can pick it up) Main thing i am worried about is about there being an infection on the machine (contains several SSD and a hard drive) i am sure he wiped or did a factory reset or something before he will sell it. but i am worried about potential infection in MBR or something else that might survive. I am pretty paranoid so for my own sanity how can i make sure 100% its clean?

if it is windows 10, the licence will still be good even if you do a reformat and clean install.
when it asks for your license just keep looking for the place that says "later" and click on it, and it will activate windows automatically , if it was a legal windows 10 installation.

If it is windows 7 or 8, so take your free upgrade to windows 10, and activate, and then you do your reformat.
that way you don't have to worry about the product key, in case you don't have it.
