battery plugged in, not charging

I own an Acer Aspire V3-731-4446 and notice that my old battery wasn't holding the charge like it needed to anymore, so I decided to order another battery. I got the new battery, put it in and it stated "battery plugged in, not charging". I did the steps as found on the internet for the device manager with uninstalling the Compliant Battery and that didn't help. The person I ordered the battery from has since sent me another battery thinking it might be a defective battery and it is doing the same thing. Any ideas? It is getting really frustrating

Here are some troubleshooting steps that may help.
- First is to test the AC adapter and see if it's supplying enough voltage to power the laptop.
- Remove the battery off the laptop and connect the AC adapter only and see if it will boot up normally.
- If the laptop will boot up normally with just the AC adapter connected that means it's working properly.
- But if it will not boot up, that could only mean that it's the charger that is faulty.
- Do try a different AC adapter that has the same voltage and see if it will work or not.

It does boot up with just the AC adapter without the new battery. The old battery still works in it. The two new batteries will not charge in it. The two new batteries will come up as plugged in not charging. Still not finding anything that is working yet.:fou:
