Solution
Hi

I dont believe a BIOS password can get added accidently

On most laptop motherboards resetting cmos does not clear BIOS/UEFI password
(as removing the main battery would reset the password)

It is stored in some sort of flash memory chip which does not rely on batteries

Toshiba Dealers & Technicians will know how to clear the password
we are not allowed to tell you how to do it

seeing as i can't figure out how to delete this i managed to answer my own question. Toshiba Laptops now rely on the main battery for RTC and there is no separate battery
