When I play games I'll get moments where the fps lowers and my cpu usage goes right down. My CPU usage also drops when I use prime95 and on open hardware monitor my usage doesn't go past 60 degrees.

PC specs:
CPU: AMD FX8350 (with a cooler master hyper 212 evo)
GPU: EVGA GTX 960 4GB
Motherboard: Asus M5A78L-M/USB3 Motherboard with Socket AM3+, up to 32 GB DDR3, USB 3.0, uATX
PSU: EVGA 100-W1-0500-KR - 500W 80 Plus Power Supply
RAM: 2x hyperx fury ddr3 1866mhz
Hard Drive: Western Digital WD10EZEX 1TB SATA lll Desktop SATA Drive - Blue

Although yhat mobo is supposet to support your cpu, its power delivery system(3+1 phase and not cooled) can't deliver all that cpu needs in full throttle. As a rule of thumb ppl generally don't...

Max temp for that CPU is 61C according to AMD specs, and it will start throttling once it hits that temp. You need to make sure you have enough airflow in the case - leave the PC with side panel open and try running prime95 or a demanding game again and monitor the temps.

If problem still persists, double check that CPU span works, that it is clean and without dust. In some cases it is also advised to reinstall/reseat CPU cooler and reapply thermal paste.

As a rule of thumb ppl generally don't recommand going for anything less than the 970 chipset for these 125W CPU, wiht hte safest bet beeing 990fx.
So your MB "supports" that CPU as in it works in windows and light apps and thats about it.

Ok thanks for the help! I wont beable to upgrade for awhile, will it do any damage to the CPU if I kept playing games on it?
and is there anything I can do to help prevent it with my current set up?
Also my friend has the same cpu as me but he has a GA-78lmt-usb3 and it works fine on his, I also use to have one but my board died.

His board is a 4+1(not ideal, but if good quality will work) phase and the VRMs are cooled.
Using your system like this will not damage any components. It's probably that those vrm's are overheating and throttling down to protect themselves.
There are a few steps you could take:
- open your case and have a fan blow in it so it directly hits the vrm's and try prime95
- if that works, you coult get some passive heatsinks to cool your vrms or have a small in case fan blow over them.

If all that doesn;t work, undervolt your cpu as much as you can and underclock it as little as possible. Better to have a lower avereage than those unplayable dips in fps

Thank you so much for all the help, I'v underclocked my cpu to 3800MHz and set my voltage to 1.3v and it doesn't seem to throttle anymore, I'll upgrade my mobo as soon as I can, but for now it should work.

Hmm. before you underclock try just undervolting so you dont lose any performance. I've heard that those chips will work at stock clocks as low as vcore 1.275 and, if not, ppl say 1.3 is a very safe bet. You may be lucky and not lose anything on this.
