Can't boot from usb with ssd but can with hdd

Windows 10

I've been trying to clean install Windows 10 on the SSD. I've created a dvd Win10 iOS with media creator tool and a bootable external hard drive (with rufus software) with the same. I can boot from either of them when my HDD is connected but not when I switch it out for the SSD.

How do I clean install Windows 10 my SSD?
I appologize if this answered on a diff thread. All other threads I read talk about creating bootable media or not being able to boot from a SSD with windows already on it. Plz help.

According to HP Forums (and checking myself may times) there is no way to change SATA type, however the default is always AHCI and this can be confirmed by looking at the driver .
In device manager under IDE ATA/ATAPI Controllers my driver is Standard SATA AHCI Controller
