My TV has usb and I have plugged in my portable hard drive and it comes up on TV but not full screen ..I have tried on another

This is squarely on the TV's Video player, some are smart enough to be able to "fill" the screen, others are not.

Unless you are telling me you are comparing IDENTICAL TVs.
