Slow-motion/lag even though i am at 60+fps

Hi, I recently did a factory reset because i couldn't install my drivers ( that problem is fixed now). But games that used to run perfectly are now somewhat in slow motion. Games like brawlhalla, and M&B warband feel slow motion or a bit laggy even though fps is 60+. I noticed it happens more often when i move my mouse. I tried cleaning my Cooling system, but it's pretty hard to do that since i'm on a laptop. I can't open the part where my fan is but i tried cleaning it with a vacuum. I noticed fps gains in several games like CSGO and Rocket League, but the problem in Brawlhalla and M&B Warband persists. ( these games used to run fine before the factory reset) I'm afraid that i might have damaged something by using a vacuum. So my first question is if it's possible to damage your fan like that. And my second question is if any of you can help me solve this slow-motion feeling my games are getting.

First, despite what any companies say trying to sell their products, never vacuum your pc, you can forceable pull dust through important areas in components of your pc or laptop and damage them. Your better off buying a can of air and spraying it out in quick bursts to generally remove dust. Secondly, theres no way hardware failure would make one game work smooth and one not. So that means one thing, you need to go in depth into your gfx card drivers and try and fully optimize the settings and performance, if even per game, and/or you need to optimize game settings. Also any time your going to whipe windows, at least make a backup so you can re load the backup and copy saved settings of things you had working right and then do the re...
