Why? Because it's absolute garbage!

Seriously, that laptop is horrible, using a Celeron chip from 2009 that was already considered unacceptably slow at the time, without software acceleration for VP8 or even H264 support (in fact, the chipset info at intel's site states that it has zero hardware acceleration for any video). Basically what's happening is that you are using Chrome and youtube is defaulting to VP8 software only on a chip too slow to handle anything.

Try using Firefox with Flash, but even that might not be enough.
