Toshiba laptop not powering up

Hi,

When I press the power button on the laptop there is no noise, the power light comes on for about 5 seconds before going out and the power adaptor light at front of laptop is on.

So far I have tried the following but without success.

1. Removed battery and switched on.
2. Removed the hard drive and plugged it into docking station, it said there were issues so I scanned it and it fixed some issues (did not specify what they were).
3. Removed battery + power supply and held down the power button for about 1 minute.
4. Replaced the power supply adapter. This laptop uses a 19v PSU but the one I switched to uses 20v.

Any ideas what is wrong or what I could try next?

Test you Power Supply with a Multi Meter, Is it Outputting like it should?

Boot Options....
Remove the Hard Drive and Try to boot to BIOS... Did it work? If not
Remove 1 or the RAM stick and Try again if this didn't work remove the other RAM stick and put the first back in.

Anything past this point is internal Hardware Failure and you should consider taking it to a Tech.

I don't have a multimeter unfortunately but I'm sure it has the same jack as one of the other laptops I have in the house so will try it in that machine.

If this does not identify the problem I will do as you suggested and post back with results.

Here is what I tried since I last posted:

5. Attached power adapter to a different working laptop and it started charging it.

6. Removed the HDD and tried to boot but was unsuccessful so put the HDD back in.

7. Removed the RAM (was only 1 slot) and replaced it with a working stick from another laptop but again was unsuccessful.

Any ideas what is wrong or what I could try next?
