If I understand your concern about your laptop correctly, you can't access your laptop since you've been locked out right? I would suggest contacting the manufacturer of your laptop first since we can't assist you with anything related to passwords and accessing personal files in a PC.

You need to explain things a bit better, exactly what did you do (password to usb ports does not make much sense really, there are tools to lock down usb ports, is that what you did?), and exactly what is going on. If you have issues with writing it in English there are probably local language forums you can post on to ask this.
