Because I wanted a higher audio quality than most 'gaming headsets' at my budget usually offer, I've been looking into headphones that would do the job. I want circumaural, noise isolating headphones(leather earcups) that can deliver decent sound quality for around $65. I'd also like 5.1 or 7.1 surround sound, but I haven't been able to find any headphones that offer it. How big a difference does surround sound make; would audio technicas or sennheisers in this price range be adequate? Any suggestions?

I suggest you just go with a decent pair of stereo headphones and a modmic setup.
But that would pretty much overshoot your budget.
Another manufacturer you may want to look at are Turtle beach.
I don't know that brand too much but they might have something you like. and they are rather inexpensive.

However if you are willing to increase your budget somehow, you may want to try getting a pair of Sennheisers PC 350 SE, which is discontinued. But if you can trust the mic samples on youtube they do have some really nice mics. And you can find them sometimes cheap at amazon. (depending on your country of course)
Otherwise anything decent from sennheiser will effectively blow your budget
