Laptop to TV with hdmi displays multicoloured whirly patterns

Here's the problem, a Dell win 7 laptop is plugged into a TV via hdmi cable, the picture is a horrible load of colours and patterns that looks like a psychedelic swirly, oily nightmare from the 60s. You can see the correct image behind this patterning. Laptop has displayed properly on other tvs before and two cables have been tested which work with other things so not the cable. Any ideas please?!

Please do try these troubleshooting steps that may help to identify which one is faulty.
- First, try another external display with your laptop and see if the same problem will persist or not.
- If it would display the same issue with other external display that means it can be the graphics card or the HDMI cable itself.
- Try another HDMI cable with your laptop then observe it again.
- If trying a different HDMI cable will not solve the problem please do try to uninstall/reinstall the graphics card driver.
- Go to Device Manager and uninstall the graphics driver.
- Do check Programs and Features and uninstall anything related to your graphics card.
- Next is to download and install the latest graphics driver from the manufacturer site.
- Reboot the laptop once the latest driver has been installed then test it again.
- Your last option would be to run a complete factory reset and if that doesn't work you may need to send the laptop for a repair.

Thanks, as I said, the laptop works with other TVs, and the same happens with two cables both of which work with other equipment.

I will suggest the driver, (it's not my laptop) but as it works with other displays I was really wondering if anyone had seen anything similar and knew of a setting that could be tweaked.
