I have been trying to figure out what the issue is with my Dell E6400. After I turn it on and the 'Starting Windows' screen appears, the screen goes black while the fan and the motors are still active, and the screen won't change or give me any options. I have already once done a system restore on it in October because of the same reason, but the only thing that it accomplished was decreasing the CPU and RAM capabilities. If I run another system restore, I fear that it will only damage the system even more. I have been trying to find a replacement laptop, which I think will be the best and only solution. If anyone can figure out the issue, that would be great, but I am pretty sure that there will be no easy solution other than getting a replacement laptop.

It sounds like your operating system may have some serious issues. If I were you, I would make a copy of the data that's on it and reinstall Windows. Don't upgrade to anything, do a clean install. You can try to troubleshoot this, but trust me, it will be much easier to just copy your data over and reformat and reinstall.
