I am not sure you understand how a MAC address and IP address work.

A MAC address is a unique identifier for a piece of hardware assigned to network based devices such as a NIC card, router or wireless adapter. This has nothing to do with what IP address you will be getting.

An IP address is a unique address, depending on if you are using IPv4 or IPv6 they will differ. IPv4 is currently the most used and has numbers in this configuration 'xxx.xxx.xxx.xxx'. This is assigned to your network card by your router or modem. If you have a direct connection to your modem then you normally pull the IP address of your modem which is considered your public IP address. If you have a WiFi or ethernet router then your network card will be given a private IP address, most commonly it is something like 192.168.xxx.xxx or 172.16.xxx.xxx depending on how yours is setup.

Again the MAC address has no bearing on your IP address.

In order for your network card to receive a IP address you need to be connected to your router/switch/modem. If you are not connected to it then you will have a IP address of 169.254.45.21 that is assigned by Windows when you do not have a connection to an internet service or network.

No. IP addresses are only assigned when a device is connected to it.

Only if there is an active device that has an IP assigned. Otherwise the only IP a hotspot will have is the IP for the WiFi router.

If a device is not connected there is no IP handed out and you cannot "sniff" out a IP address that might be assigned to a device because a device wont have one unless it is connected.

Now if you have DHCP reservations and the device was originally connected to the hotspot then the router will keep a record of the IP address that was assigned to it and reserve that IP for that device.
