ive tried everything; re installing chrome, deleting the program in control panel, run ccleaner and adwcleaner got adblock but the fing page still shows up first thing when I open chrome its not even the default page in the chrome settings idk what it is

Solution
yeah you would have to stop the right lsas service in taskmanager/services
or control panel/ admintools/services.
1s stopped you should be able to delete it from the folder.
(i know you got rid of it but this is how you do it without apps)

you could try spybot search and destroy. its free and doesn't take long.
malwarebytes is also free. and better rated than adwcleaner...

if they find anything it will likley be the left overs because you got rid of the main file and the reg entry to run it at boot time.

1s done open your iexplorer settings menu...
control panel/internet options.
check the general tab and make sure its set to about:blank
or set it to your default search engine by replacing it with your preferred service addi.
open...

this is an issue mate. lsas should run from system32 folder. anywhere else and its likely an infection.

delete any associated folders and remove the entry with hijack this fix checked option. (check the box next to the entry to have it removed)
reboot. run hijack this again. to check to make sure the entry hasnt shown up again.
run malwarebytes and do a full scan.

from what i can tell by the rest of the dump. your chrome default isnt being changed by anything in the registry.

I knew that file was there and i tried to delete it before but it was "in use in another program" (bollocks) so I used file assassin to kill it but it could only delete files inside of it not the folder itsself. I just used hijack to delete it as well but that hasent fixed it either. the folder is no longer present in the (x86) folder so idk what it is.
I dont have malware bytes but I used adwcleaner and ccleaner afterwards
