Does the device you're using impact sound quality, and, if so, by how much?

The title says it all.
Would there be much difference between cheap laptop sound quality and ipad mini 2 sound quality?

while your listening to it, yes. whichever is hooked up to the best speakers or headphones is going to sound better.
if you're doing simple sound processing(converting audio files to different formats) then the output files should be the same quality no matter the device as long as you're using the same bitrates and Hz.
if you're producing live music/recording tracks then the device with the best sound card is going to have the best sound quality for the files produced.
