Toshiba Satellite L510 Keyboard not functioning

I have a toshiba laptop with a keyboard that doesnt work properly. 95% of the time the caps lock stays on and none of the typing keys work. I have re installed windows 7, updated the bios, even replaced the keyboard, still the same affect. I tried pushing the shift key down for 30 seconds...sometimes getting the keys to function for a min or two, only to revert back. Ive tried everything I know of...anything I'm missing?
 
If you replaced the keyboard, this points to an issue with the motherboard connector. See if the system will boot with an external keyboard with it's keyboard unplugged, and test it that way.

If you happen to have more than one stick of ram in it, try one stick at a time or maybe with a spare good stick, just to rule things out a bit. Try a BIOS update if you can it to load with an external keyboard and reset BIOS to defaults.

I reset the bios...updated the bios..an external keyboard does work. I tested both ram slots, did a memory test everything was fine. The motherboard connector doesnt have any damage...i cleaned it out with air...made sure everything was dust free. the old and new keyboard act exactly the same...as soon as i power on the caps lock lights up and wont go off, unless i press the end button and pgdn button at the same time. after that nothing types...and when i manage to type something, i can write about 15 letters before its all gibberish
