Every boot,after trying to make room for project largest HDD for a Workstation:500GB Seagate thin HDD?
I get this notepad as well as on screen :Windows cannot start program :file

Well you said "after trying to make room", what did you delete? You either removed a part of a program incompletely or some files that Windows loaded at startup, go over what you did, and you should figure it out.
