5.1 Center Channel

Is the center supposed to be the only speaker that does voices? When I'm playing a DD or DD+ source, the voices are coming from all three of the front speakers.

on my pc's surround sound, voices are usually just in the center channel.

Not usually. Voices will come through any number of speakers depending on how the audio is encoded. It's up to the sound mixers/director etc to determine what they want.
