USB 3.0 Ports Not Working

In August I bought the MSI GS70 Stealth pro-488 as an open box from Newegg.com. I knew it was risky but I really liked the laptop and for like $500 off it was a steal and I trusted Newegg.com. I instantly upgraded to Windows 10 and it was working fine with a few missing drivers like Webcam some MSI special drivers but all the essentials were working. I was gaming with my laptop lid closed one night and eventually all 4 of my USB ports shut off. I didn't think anything of it, thinking that it was just overheating and Windows turned them off to save power and help cool down. I turned off my laptop for about 10 minutes, unplugged everything then plugged them back in after I rebooted Windows. The USB ports came back on and worked for awhile till it randomly shut off again. I did the same thing again and fixed it but the USB ports started doing it more and more and now wont come on at all. I first thought that it could be Windows so I checked Power Saving options, registry options, drivers, other USB devices obviously, and a ton of other things and nothing has worked. I have also checked BIOS and device manager and the 2 USB hubs are in there but when I go to power section of the USB hubs it shows the total power available is 500mA then when I look at how much is required it is 0mA and that is what I believe is the problem. Is this a hardware problem? Is there some kind of chip inside of laptops that all USB's are connected to that sends out the data/power and if so could it overheating the first time somehow de-soldered it kinda like the XBOX 360's processor would do for the red rings of death?

Please do try these troubleshooting steps that may help.
- Right click on the battery icon and select Power Option.
- Click on Change plan settings then Change advanced power settings.
- Expand USB settings and USB selective suspend settings and Disable it.
- Click Apply then OK.
- Check Power Management settings in Device Manager as well for your USB drivers.
- Once in Device Manager right click on USB driver and select Properties then click Power Management tab.
- Remove the check on Allow the computer to turn off this device to save power.
