My Laptop is bugging out

Hello my laptop has recently gone nuts what i mean by that is any application window that i click on most of the time will go into a not responding mode then back and forth and cause my window to freak out as if it was opened i have a video to show what is happening https

Hi,

It may be a case of a virus or malware issue. Here are some troubleshooting steps that you can try that may help in resolving the issue.
- Start by loading the laptop into Safe Mode with Networking, while the laptop is booting up repeatedly press on F8 until it loads Advanced Boot Option.
- Select Safe Mode with Networking and press Enter.
