Windows 7 Laptop - Won't boot...

I have myself a Samsung laptop that finds itself becoming stuck on the loading screen. Why it decided to do since isn't known to me.
None of the F2 F4 nor F8 keys provide options that allow me to get past the loading screen.
If I choose to boot in safemode the laptop stops running after listing the programmes it has loaded.
I've got a fresh copy of windows on a formatted USB and can boot from that, however this also crashes just after the welcome screen after loading an arrow.

I've read a number of threads which suggest it could be a recently installed bit of software that's causing this problem, however I can't get anywhere to uninstall anything...

Can anyone offer some advice on how to get the olde girl ticking over again?

Couple of troubleshooting steps you can try.
- First is to take the HDD of the laptop and put it into another PC and do a clean install of Windows. Put it back in the laptop once done and see if it would boot up normally.
- If the HDD will not format onto another PC then you know your suspect.
- Another step you can try is to reset BIOS into its default first then try running the factory reset once more.
- Also do try checking the RAMs, if you have 2 RAM sticks take on off and run the Factory Reset using the USB bootable drive you created.
- Worst case is if all these will not work it could be a case of a bad CPU.
