Basically I have a desktop PC hooked up to a SAMSUNG PC monitor -- this is working fine. However, when I try to output to PC to my PANASONIC TV it says 'no signal'. If I boot it up it gets as far as the windows screen then the signal goes. Previously I had to PC hooker up to an HDMI Splitter and it was outputting to both devices simultaneously. So I'm miffed as to why I can't even output to JUST the TV. Any suggestions?

If I understand the issue correctly, the laptop will work with an external display using HDMI connection with your SAMSUNG monitor but will not work with a PANASONIC TV using the same HDMI cable right? The issue may lie with the resolution of both the desktop and the PANASONIC TV.
Try to Lower the resolution of your Desktop and see if that will make any difference. Also see if there's any adjustment on the PANASONIC TV that you can do as well.
