Windows 7 update help

So I installed windows on my new laptop (after about 30 attempts). So windows updates being windows updates decide not to work, I have been trying to get them working for about 13 hours now with very limited success.

Current problem. Windows Update infinite scanning for updates.
Other problems SUR Tool searching for updates on this computer (infinite scan) (KB947821)
Another problem. (on updates that actually got found at one point) failed to install/configure updates then failed to revert changes.
another problem. Infinite downloading of update (singular) downloading 0% (lasted about 3 hours).

someone please post any links that can help with any of these issues.
Already tried the troubleshooter, winFixIt (lol), registry edits, batch files to reset windows update, rebooting (many times) sfc /scannow, windows update diagnostics, etc...

laptop only has USB3.0 ports so installing windows will take a long long time (again) so would rather not do that again.

AV= Avast Free (and yes i did try disable it multiple times).
Firewall Disabled
Windows Defender Disabled.

ERRORS encountered (will update as they occur:
0x80070057 (ran Fix IT) (restarted BITS)
Corrupt or missing registry (Ran Fix IT)

I get this at times here and just beleave its Microsoft and there server I get this issue and it just starts to work normal - maybe overloaded with 10 users trying to make that work some how [lol]

you can try there fix it tool and all but sems its just one of them things at times

also see if the update that's failing needs another update to install that you may not have in yet just hide the ones that throw the error for the time being and move on then pull them back up and re try ??

I also get this from MSE up dates that come in as ready to donw load but I down loaded them through MSE and that can cause this issue as well [trying to install the same update twice after it all ready been installed ]
